Resolution Establishing the Committee

The draft Resolution for the Formal Establishment of the Town of Otsego Land Use Advisory Committee will be discussed at the July 8, 2026 Town Board meeting.

Committee Members Wanted

The Town is looking for Land Use Advisory Committee members representing the Fly Creek hamlet (business and residential), the Canadarago Lake district, business districts, and the museum-education district. Contact the Town Clerk or Supervisor for information.

Discussions

The LUAC meetings are to be considered public meetings. Discussion of FOIL and public meeting communication policies.
Future meetings: full meetings on the 3rd Monday of the month at 7:30 PM. Sub-committees as determined by members.
Discussion of availability and importance of County Planning GIS training and tutorials.

Solar Law is new. The Planning Board needs an introduction/exposure. Pat offered to come. Tom, please set date.
Explanation of eCode - other towns are using it. Otsego is considering it, so the committee may need to consider transition to the eCode formula when suggesting revisions.
Wylie is resigning. The ZEO job will be available--maybe August. Job description to be sent to all for comment. Concern about enforcement, salary, tasks, and need for information on zoning and building permits. The County issues building permits.
Members identified zoning districts where they live, primarily RA1 and RA2, one in the Lake zone, and one in the village. Goal to include at least one member living in each zone or with "interest" in each zone.
Members identified the top three land use areas considered priority.
Discussion of those areas with Deb D. displaying maps that Levi already posted to the Town Maps page.
Deb sent copies of the watershed map to all.
Chose two topics for first focus: Watershed/Lake districts mapping and limitations within those districts, and Tom H's previously proposed rearrangement of subdivision regulation.
To put zones on the zoning map, help is needed from planning to show the potential lots covered depending on where the zones are drawn. Three possible zones for the Otsego Lake area: 100 feet from shoreline, 500 feet from shoreline, and along the watershed catchment area. Discussion of impacts on aquifer. Tests done on PA showed build-out to zoning at the time would not leave enough water. Pat to find report.
Adrian to visit planning in search of mapping help.
Tom to disperse the proposed subdivision revision to the Town Board to read, with request that the Board adopt the changes. Tom or someone from the Planning Board to appear at the Town Board to explain why the changes are needed.
